Chiba

 

 

Chiba In reality when people refer to Chiba they are referring to two cities, Chiba Proper; a glittering city of artful spires replete with accompanying cultural elitists encased within a scintillating solar dome and Techno Chiba, one of the darkest perpetually shadowed dens of sin on the planet, filled with the most virulent gangers, Edgers and successful Lancers around. There is little about the cities that might be referred to as similar save for their names and the way in which they mirror forth each other in ceaseless activity.

The rich and eccentric mingle and deal in Chiba Proper, a city-plex built above the burgeoning masses of Techno Chiba. Long ago, and over the course of several decades, wandering souls, both rich and destitute alike had made their respective ways to Chiba and the powers that be within the city were faced with the very real problems of overcrowding and escalating tensions between the classes, and so they elected to rise above their problems, literally.

Both Old and New Chiba are scientifically advanced cities, the one all glittering spires and cutting-edge decadent luxury, the other all thinly veiled brutality and state-of-the-art black clinics. Illicit dealings, the most innovative cyber and bioware as well as more nefarious things can be had, for a hefty price in cred or one's humanity, in the darkened alleys of Techno or Old Chiba, as most refer to it. Android and bot technologies have been embraced and even the seedier denizens of the streets have an elitist style to them, possibly born of the world-wide image of razor-edged wares and blacker than black clandestine wheeling and dealing that are known to take place in Chiba Proper and its perpetually shadowed lesser sibling.

As one might expect Chiba, whether above or below; has no shortage of top-notch talent taking part in the various power struggles and schemes that are rife within the yin and yang of the Twin Cities. Hackers and razor-edged samurai find their skills heavily sought after and their respective enemies as pervasive as they themselves. Whether it's some mind searing virulent new Black ICE or the latest would-be heavy hitter looking to make their rep by whacking someone who's already paid their dues, the dangers in and about Chiba are as easy to find as 'round the corner Krill-Carts and underdressed joy-girls. The crucial difference is that unlike most cities scattered around the globe, the trouble you run into here is usually cybered to the teeth and carrying enough ordinance to take out you, the car you're in and the grid-block you're driving down. Live fast or die isn't just a saying in Chiba it's the heartbeat of Chiba.

Its far from uncommon for dangerous Corpse and Lancers busied with some Mega-Corps business or clandestine double-dealing to move frequently between the black clinics and pleasure dens of Techno Chiba, which experiences night for 20 hours a day, due to the massive expanse of Chiba Proper, which hovers above it like a brooding bejeweled sphere, filling the streets and back alleys with an almost palpable darkness. As one might expect in such a place, the shadow biz in Techno Chiba is unforgiving, using and abusing the uninitiated and proving to be the downfall of more than an occasional would-be legend in the making, whether Corpse, Lancer or Edger.

High above, amid the glittering spires and sprawling arcologies of Chiba Proper the Corporate machine is the essence of what every embittered Edger would have people believe that all corporations are, soulless, beautiful and possessed of an appetite voracious enough to devour even the most well-entrenched and powerful CEO's, if they're not wary. Massive geo-gravitational cell-plants line the bottom of the enormous city, overseen by a veritable legion of technicians and guarded by the deadliest phalanx of drone, bot, cyborg and cyber-modified human guards one might imagine, though there is little threat that anyone would ever assault the plants. While the power brokering in Chiba Proper is legendary, it is a whisper to the cacophonic din that are the deals that take place far below, in what residents of Chiba Proper usually refer to as The Pit.

To a large degree, the blatant contrast between the Twin Cities mirrors forth the screaming differences between Corpse and Edger communities. Both of which, whether they admit it or not; are involved in a twisted, oft-times brutal symbiotic relationship, reviling each other yet heavily dependant upon one another for their continued existence. As much as Corpse hold Edgers in contempt, they use and abuse them as deniable assets. While on the flip side of the coin, Edgers; if they were in fact ever capable of totally annihilating the soulless Corporate Machine; would be the pariahs of existence itself, as mass starvation, disease and death would be the most likely fruits of their hard won victory. Chiba Proper plays host to every corporation, both mega-corp and smaller that lays recognizable claim to the name, and is one of the rarest places on earth; in that corporate warfare is dealt with in the most harshest forms imaginable. This isn't to say that BlackOps, industrial espionage and the like don't occur; merely that if any corporation's machinations are discovered the repercussions are horribly brutal.

 

Things of Note: As one might suspect, due in no small part to the fact that many corporations choose to conduct their most fiscally viable research and development projects within the semi-safe zone of Chiba Proper, the dissidents below; those blighted souls who make their living in the streets of Techno Chiba do a staggering amount of biz for the megalithic corporations above. In a hostile environment where one misstep most often leads to utter destruction, the Twin Cities play host to the most skilled and deadly Corpse, Lancer and Edger populations in the world. Wannabes and pretenders usually end up providing base organs for whoever has the cred or desire to purchase them. The wisest of these skilled individuals will caution v-runners (virgin runners), that if they want to make a life for themselves; the best bet is to land a big score and leave Chiba as far behind them as possible...

The Yakuza, various Triads and the virulent Tong criminal organizations were quick to nestle themselves within the bosom of the perpetually flowing biz that takes place between the Twin Cities, primarily locating themselves within the undercity of Techno Chiba, though each organization has plants who dwell in one form or another within Chiba Proper. Unlike their relations elsewhere, these malignant groups could teach the Corpse above a thing or two about subterfuge and political knife fighting. Situated beneath the corporate power structure above, the only things these blighted souls truly fear is a cessation of business as usual. Thus, gang wars are among a few of the things that they've agreed as a whole are not to be tolerated... the fiscal loss would just be too great. As a result, each of the organizations has pitched in and as a token of semi-partnership; dissected the undercity into a rough patchwork of territories and semi-free kill-zones; the latter being the only place where unauthorized conflicts are allowed to take place. Even Lancers, Corpse or Edgers who violate these unseen boundaries will find the combined weight of all these criminal organizations brought down upon them. This isn't to say that they pounce in concert on every murder or corpse that turns up in the streets, they'd have no time to do anything else if that were the case; but a string of killings or anything else that detracts from business as usual will see all three organizations as a whole meeting to decide how best to expunge the problematic element. Though the local Corporate Ranger-Sec Law Enforcement Division publicly ridicules these organizations, there is a long established network of communication and cooperation between them with respect to sustaining the status quo. Consider yourself warned...

The Edger community within Old Chiba is one of the most dyslexic in existence, Techno Chiba being the one place in the world where even Edgers seem loathe to give up too much, even when it comes to aiding other Edgers. Too many times, the altruistic self-styled champions of the masses have stood up for what they considered to be kindred spirits, only to find BlackOps squads descending upon them and wiping them out to a one. In truth, these periodic clean-sweeps, as those in Chiba Proper like to call them; are orchestrated to prevent the Edger sub-element of Old Chiba from ever rising to a level that might threaten the present powerbase, both above and below. Lancers find themselves highly sought after and contracts are both rewarding and plentiful for those who prove themselves to be both capable and tight-lipped. In Chiba second chances are a myth perpetuated by those who are fixing to flat-line you...

Entertainment wise, Chiba caters to every possible appetite. From the hottest thriller club-scene, complete with name entertainment like Garbage, Screaming Orgasm, Brain Pan and Crushed Cranium to name a few, those interested in rubbing elbows with nova-hot stars and starlets can usually find at least one who's currently playing what your average Corpse would consider nothing more than a hole in the wall club. Likewise aside from your run-of-the-mill joy-girls and boys who wander the streets in Chiba just as they do in most any plex, you'll find specialty establishments whose men and women have been biosculpted and fully-chipped out to look, act, talk and even smell like the starlets or stars they appear to be. Hacker and street-razor bars line the labyrinthine streets in lush profusion, along with sim-stim arcades, pit-fighting venues, opium parlors and even more sordid establishments. If you've got a taste for it, odds are you can find it somewhere within the city of perpetual night......
